After remove become:no statements on local_action tasks,
we need to ensure that the proper file permssions are
applied to local temp directories.
This reason for this is that the 'fetch' module
does not use 'become' for the localhost, just the remote
host.
Additionally, users may not wish for the localhost to
become during a fetch. local_action will execute with
whatever permissions are specified in inventory or via
cli.

etcd runs some actions locally to copy certs from the
CA cert host. This commit ensures that we respect
the end user's intended behavior with become
when using 'anisble_become' in the inventory.
Other roles with similar tasks have been modified
in the same manner.
We shouldn't hard-code become behavior as it can be
unexpected for the end user.
This only currently works in the CI because the CI
passes the '-b' argument on the command line, which
will override the task behavior.

We set these variables using facts in init, no need
to duplicate the logic all around the codebase.

This commit relocates filter_plugings to lib_utils,
changes the namespacing to prevent unintended use of
older versions that may be present in filter_plugins/
directory on existing installs.
Add lib_utils to meta depends for roles
Also consolidate some plugins into lib_utils from
various other areas.
Update rpm spec, obsolete plugin rpms.

The registry console is a special case in more than one way. This adds
logic to incorporate the openshift_cockpit_deployer_* variables into
determining what its image will be in docker_image_availability.
Along the way I noticed the origin and enterprise templates for this
were not consistent. Now they are, and the example hosts file is updated.

Most of this role's purpose was to set facts. The vast majority
of these facts were simply redefining user-supplied variables.
This commit also removes various artifacts leftover from
previous versions, as well as variables that seem to be
entirely unused.
