Updating deprecations to use callback plugin

Instead of just pausing during the run and relying on users to see it, instead format and print the deprecated variables at the end of play instead like this:
```
Initialization             : Complete (0:00:23)
	[DEPRECATION WARNING]: The following are deprecated variables and will be no longer be used in the next minor release. Please update your inventory accordingly. 
	openshift_hosted_logging_deploy 
	openshift_hosted_metrics_deployer_prefix
```

The plugin changes are the same as the changes made in https://github.com/openshift/openshift-ansible/pull/6734

Move more plugins to lib_utils

This commit continues moving plugins into lib_utils.

This commit does not move any plugins for add-on roles
such as logging and metrics.

Updating logging_facts to be able to pull values from config maps yaml files, use diffs to keep custom changes, white list certain settings when creating diffs

Remove references to deployment_type

Move openshift_deployment_type check into sanity_check
action plugin.  Remove compatibility for deployment_type.

deployment_type has been deprecated for some time now.

Relocate filter plugins to lib_utils

This commit relocates filter_plugings to lib_utils,
changes the namespacing to prevent unintended use of
older versions that may be present in filter_plugins/
directory on existing installs.

Add lib_utils to meta depends for roles

Also consolidate some plugins into lib_utils from
various other areas.

Update rpm spec, obsolete plugin rpms.

Deprecate using Ansible tests as filters
